LIMA — Jason Garlock, a sergeant with the Lima Police Department and veteran of nearly 23 years with the city police force, was placed on paid administrative leave nearly two months ago and remains off work while the results of a fitness for duty exam are determined.

Lima Police Chief Kevin Martin said Thursday a fitness for duty exam “is just what it sounds like; an exam to determine the physical and/or mental health” of the individual in question to determine if they are able to continue the performance of their duties.

Asked if a timeline has been determined to make a ruling on that evaluation, Martin replied, “There’s nothing else I can really comment on at this time.”

Contained in Garlock’s personnel file is a letter signed by LPD Major James Baker that was hand-delivered to the police officer on Feb. 15. The letter states that Garlock was being placed on leave pending the results of the fitness for duty exam being conducted by a Dr. Daum.

During the administrative leave, the letter continues, Garlock is “not to discuss the circumstances reference (sic) your work or any work-related issues with any city employees or the public unless otherwise specifically instructed by me (Baker). You are also not to enter any grounds or facilities of the City of Lima unless you have routine personal business to conduct, such as any member of the public may have, unless otherwise specifically instructed by myself.

“You are to call in to Major Baker each work morning. Failure to comply with all the directives contained in this letter will be considered insubordination for which you will be terminated from employment,” the letter concludes.

City Law Director Tony Geiger the language included in the letter is commonplace for similar administrative leave situations.

The law director said there was little else he could say about the administrative decision. He said a resolution regarding the results of the fitness for duty exam “are unknown at this time; we’ll just have to wait and see.”

Garlock joined the Lima Police Department on May 14, 1999 and was promoted to sergeant on April 27, 2007. On Dec. 5, 2013, he was given the rank of lieutenant on an acting basis while former Lt. Patrick Coon recovered from surgery.

Garlock has received numerous commendations during his time on the police force, including a Distinguished Achievement Award in 2002. In 2007 he was recognized by his superiors for his actions in responding to a suicidal person. Garlock was again recognized in 2012 along with other department members for their investigation of a sexual assault case.

Garlock’s personnel file contains numerous certificates for completing training courses in human trafficking, interrogation techniques, anti-terrorism and other law enforcement topics.
