Automated license plate readers made by a company called Flock are spreading across Texas, quietly logging drivers as they pass. There’s no official public record of where the cameras sit — so ordinary people have started building one themselves.
These cameras log your plate, your car’s color, and where and when you drove past, then feed it all to a searchable database.
Nobody in charge keeps a public map of where they are, so people started mapping them for each other.
