A migration crisis is unfolding at one of Europe’s most sensitive borders, and the White House is now weighing in on how Spain should respond.
More than 2,000 migrants have crossed from Morocco into the tiny Spanish enclave of Ceuta in 10 days. The enclave’s president says he needs a national emergency to cope with the influx.

Madrid told him no.
